Overview

Our client, a large central London RSL, part of the G15 Group, is currently recruiting for a Technical and Framework Manager to:

• Drive improvement and innovation in all technical building and development processes.

• Provide technical advice and ongoing training and staff development on design and construction related issues

•  Be responsible for making sure 2012 construction commitments are met and to ensure compliance with regulatory and technical requirements

• Manage, develop and promote best procurement practice including EU compliant contractor and consultant frameworks.

Key Tasks

• Provide technical support and advice to development teams, including advice on the forms for building contract and contract conditions

• Ensure development activities remain complaint with current construction and procurement legislation, building regulations and housing corporation standards.

• Manage the client side of Construction Design Management requirements

• advise partners on the implications of regulatory changes and training requirements on issues such as code for sustainable homes and CDM regulations and develop and implement revised policies and procedures

• Review design and technical briefs and undertaking design reviews

• Review statistical information on schemes including benchmarking, KPI's House Quality indicators.

• Party Wall and rights to light issues

• Site investigation and survey advice

• Manage, develop and promote best procurement practise and manage relationships for the benefits of all partners, including allocations of work to contractors and consultants

• Handle the tender process where appropriate including advice on appointing consultants and fee scales.

•  Manage and monitor the use of non core consultants and contractors

• Manage the relationship with key suppliers and trouble shot problems as they arise.

• Promote best practise, continuous improvement and efficient project management, including the gateway approach to delivering projects and the use of Build Online as a collaboration tool.

• Develop manage and promote the supply chain including procurement efficiencies, renewable energy sources and sustainable development

• Lead the efficiency in delivery of new homes

• Commission research and development on new product and policy initiatives such as sustainable development, energy renewal or modern methods of construction

• Turn the R&D into innovation into real projects and monitor the results and feedback

• Review and implement changes to the defects management process

• Manage the defects process

• Provide post completion defect and latent defect technical support

Key requirements

The Ideal candidate must be able to demonstrate the following:

1. Proven Experience in Property Development at a Senior level within a house builder, contractor consultant, housing association or similar

2. Thorough understanding of construction process and supply chain agreement

It would also be desirable

To hold a property/building construction qualification. E.g RIBA, RICS, Construction management.

To have proven experience of affordable housing development.
