Outline of the opportunity

Our client, an award winner for exceptional work within the local Essex community for tackling anti-social behaviour and working with youths, has asked Ocean Edge exclusively to recruit an Asset Management and Procurement Manager to their team.

Reporting to the Director of Property Services, in this high profile, senior position you will be directly responsible for a team of 5, with indirect management of the 60 strong property services team.

The aim of your role will be to develop; deliver and contract manage the procurement strategies of the business, make best use of resources and meet efficiency targets. Your remit will cover responsive and major works, servicing and supply contracts and to deliver the strategic aims of the business.

Your main duties will be

Procurement

• Procure major and responsive works, servicing and supply contracts

• Achieving savings in maintenance contracts through a variety of procurement and partnering agreements

• Work with external partners to develop regional supply chains where appropriate

• Identifying areas where savings can be made through renegotiating/consolidating existing contracts and delivering these savings to the business

• Set up framework contracts, strategic partnerships and long term partnering agreements

• Develop a procurement framework for the organisation   

Asset Management

• Maintain and develop the companies asset management data base

• Ensure compliance with asset management requirements particularly EPC's, Electronic CP12 record keeping, Asbestos register etc

• Ensure regular stock condition surveys are carried out on an annual basis to a minimum of 10% of stock

• To produce in a timely manner all statistical and compliance information required

• Develop and consult on annual and 5 year investment programmes to deliver decent homes and other investment programmes on  time and budget and to the usual high standards expected within a social housing environment

The Ideal Candidate

The Ideal candidate will meet the following criteria

• Qualified as a chartered quantity/building surveyor or CIOB

• Experience of  partnering collaborative working contracts

• Experience in construction procurement and partnering agreements

• Ability to understand, analyse and interpret financial and other data effectively and make intelligent business decisions in response to the analysis made.
